Is an international optionee appearing on Form 3921? This could be happening because the stakeholder has an option with the grant type of ISO or NSO.
To remove said stakeholder from the Form 3921 page, you need to edit the option grant security to INTL. Once this change has occurred the Optionee will no longer appear on the Form 3921 page. See below for directions.
Open the page to the option grant
Select Actions → Edit
Under Terms → scroll down to Option Grant Type → select the drop down menu → select INTL (International) → Hit Update Option at the bottom of the page
Changing multiple option grants at once, when on the cap table page → select Edit in the middle of the page → this opens up spreadsheet mode and allows to edit in bulk
